Open the link in Safari
It has to be Safari, not Chrome.
Tap the share button
It is the little square with the arrow pointing up, at the bottom center of the screen.
Tap "Add to Home Screen"
Scroll down the list until you see it. Then tap "Add". The icon sits next to your apps.
Android (Chrome)
Open the link in Chrome
If it opens in another app, copy it and paste it into Chrome.
Tap the three dots
They are at the top right.
Tap "Add to Home screen"
Sometimes it says "Install app". Then tap "Add". The icon sits next to your apps.
